Paul L. Parker has been the City
Manager of Lufkin, Texas since June 1, 2004. Mr. Parker came to
Lufkin from Mount Pleasant, Texas where he served as City Manager
for five years. Prior to his service at Mount Pleasant, Parker
served for fifteen years as Assistant City Manager and Director of
Planning for the City of Tyler, Texas. Before serving in Tyler, he
was Assistant City Manager and Director of Planning for the City of
Fort Smith, Arkansas for six years and had previously served as
Assistant Executive Director, Planner-in-Charge for the Kiamichi
Economic Development District of Oklahoma, a substate planning
district. Mr. Parker is a graduate of Texas A&M University with a
Bachelor's Degree in Education and a Master's Degree in Urban and
Regional Planning.
Currently an active member in the International City/County
Management Association (ICMA) and the Texas City Management
Association (TCMA), Parker was recently elected TCMA President
having previously served on the TCMA Board as Region 5 Board
Director and as a Texas Municipal League Board Representative. He is
a charter member of the American Planning Association and American
Institute of Certified Planners. Parker is a past president of the
East Texas City Management Association and currently serves on
numerous committees within that association. He is also an active
member of the Lufkin Rotary Club. Mr. Parker is very involved in the
day-to-day activities of the City of Lufkin and under his leadership
Lufkin continues its excellence in providing services to its
citizens and maintaining its status as one of the best small cities
in the United States.
Paul's daughter, Shannon Mattingly, serves as the Planning Director
for the City of New Braunfels, Texas. Paul and Shannon were the
first father and daughter to receive a Master's Degree in Urban and
Regional Planning at Texas A&M University. |
