On November 2,
1999 the City Council unanimously voted to adopt an
"Annexation Plan" stating that the City of Lufkin does not
intend to annex any land within the next three years with
the exception of land that is exempt from the requirements
of an annexation plan as defined by Sec. 43.052 (h) of the
Local Government Code.
